About the job:

We are looking for a passionate and experienced leader to oversee partner engagement while developing and implementing encounter data training strategies that support the Encounter Data Governing Entity (EDGE) Program, an initiative designed to facilitate adoption of standardized and measurable encounter data improvement practices. EDGE’s goal is to ensure that any reporting dependent on encounter data reflects actual performance, by improving reliability, so that encounter data can be confidently used in assessments of quality, equity, and value. This position requires comfort coordinating and facilitating collaborations and multistakeholder groups of cross industry leaders while being able to independently establish, organize and manage the project plan, partner contracts, resource allocation, and deliverables. The Partner Engagement and Training Manager will report to the Align. Measure. Perform. (AMP) Program General Manager, and is expected to be able to solution problems, appropriately identify and escalate project risks, and provide recommended mitigation strategies. The ideal candidate is a highly competent, flexible and well-organized individual who has excellent communication, project management skills, enjoys leading initiatives and collaborations.

Core job duties and responsibilities:

Lead and Oversee Partner Engagement and Collaborations

  • Collaborate, develop, and maintain relationships with key stakeholder organizations, provider organizations and their associations, health plan industry representatives and leaders, and governmental and state agencies
  • Partner with, establish and manage external vendor or contractor relationships to promote functional and efficient working relationships consistent with contractual obligations while maintaining partnership and trust
  • Coordinate and facilitate cross industry encounter data training and technical assistance taskforce to inform the EDGE initiative
  • Collaborate with cross IHA functional areas to ensure alignment of EDGE initiatives, cohesion of strategy, and early identification of dependencies
  • Engage partner organizations in all aspects of the EDGE initiative and facilitate cross sector information gathering, sharing, and alignment around encounter data improvement practices

Develop and Implement Training Strategies

  • Conduct research regarding encounter data training needs, training materials and strategies, gather resources, and identify development opportunities for training solutions applicable at multiple levels of the health care industry
  • Collaborate with partner organizations and utilize information from existing sources and assessments to develop a comprehensive long term training strategy that drives toward standardization and improvement in encounter data quality
  • Ensure strategic alignment of the training strategy with encounter data improvement goals
  • Work with partners and stakeholders to test and pilot training methods, where applicable
  • Define long-term solution for training delivery including:
    • Consideration of the value proposition for ongoing investment in learning management systems or technical assistance marketplaces
    • Collaboration and management of personnel required to develop, manage and deliver training
    • Selecting and managing resources, including working with both internal employees and training vendors to develop and deliver training
    • Collaborate across workstreams to measure outcomes to ensure training is meeting business needs and improving performance

Manage Project Initiatives

  • Develop and manage comprehensive project strategies and workplans, including scope of work, roles and responsibilities of team members, timeline, tactical meetings, budget and resources required for the project
  • Manage risks, issues, and dependencies to ensure the timely completion of key milestones and core deliverables
  • Develop impact analyses and contingency plans as needed to inform program-wide decisions made by AMP Program General Manager
  • Oversee day-to-day operations, meeting facilitation, and contract updates and adherence
  • Balance needs of cross industry EDGE initiatives, re-prioritizing frequently for internal staff and external partners
  • Perform other related duties as assigned by manager

Qualifications:

  • Minimum of 5 years of work experience in strategic partnerships, training strategy, and/or healthcare operations
  • Experience and understanding of the healthcare landscape in California
  • Strong analytical and consultative mindset
  • Ability to critically evaluate existing process against broader strategy to identify opportunities for improvement and scaling
  • Excellent leadership and motivational skills
  • Ability to plan, manage time and multitask effectively
  • Strong verbal and written communication skills
  • Excellent decision-making and problem-solving skills
  • Good collaboration and teamwork skills

Bonus if you have:

  • Knowledge of healthcare performance measurement design, analytics, and reporting
  • Familiarity with health care claims or encounter data processes
  • Experience with the administration or implementation of learning management systems
  • MPH or MBA preferred
