About the job:

The Project Analyst will report to the Director of Information Strategy and will serve as a key resource on the Information Strategy team. The analyst will spend the majority of their time supporting IHA programs and initiatives. Program and initiative work includes analyzing program results, distilling highlights, and developing materials and recommendations for committees comprised of executive representatives of organizations participating in the program. Committee topics include performance measurement related to clinical quality, patient experience, e-measures, resource use, and cost; data quality and standards; risk adjustment; and financial incentive methodology.

The ideal candidate is a highly competent, analytical, well-organized, tech-savvy, team player who has excellent communication and project management skills and enjoys providing technical assistance and training to others. They must be comfortable interacting with individuals at all levels in the health care industry and government, enjoy conducting research, and be able to successfully support the fast-paced work of senior-level colleagues.

Core job duties and responsibilities:

  • Analysis and Modeling across IHA Program Portfolio
    • Design and perform modeling and statistical analyses of program results and impact to support informed decisions
    • Create graphical presentations and interpret results for memos, issue briefs and PowerPoint presentations
    • Support the analysis and evaluation of potential new measures, including reviewing specifications and identifying any feasibility issues
    • Resolve technical measurement, data and risk adjustment issues
    • Collaborate with other functional team members as needed to support data analysis and translation and communication of results
    • Analyze qualitative and quantitative data to address key questions and produce project deliverables
    • Collect and synthesize complex information in writing (e.g. issue brief, fact sheet) and visually (e.g. slide deck); tailor information to a variety of audiences
  •  IHA Committee Meetings
    • Lead and/or support preparation of materials for the technical and governance committees that oversee the IHA programs, including proposal and recommendation development, and research to support committee deliberations
    • Support and facilitate discussion during meetings. Recent committee meeting discussion topics include: outlier criteria for reporting, risk adjustment of resource use and cost measures, analysis of total cost of care measure across health plans, gaps in measurement, claims/encounter data quality, new areas of measurement like digital measures and patient reported outcomes
    • Evaluate potential new measures and bring recommendations to committees based on usability and importance of new measures, considering denominator size, available administrative data, and measurement gaps based on trends in healthcare and performance measurement
  •  Information Strategy Core Operations
    • Work with program team and leadership to document and implement decisions made by committees
    • Transform committee decisions into technical business requirements
    • Design and perform analysis to support strategy and operations, engage stakeholders, and respond to committee requests
    • Develop strong understanding of performance measurement; support review and evaluation of potential measures to assess feasibility and impact
    • Review of technical measure specifications and translate measure specifications into data collection and/or reporting elements and technical implementation requirements
    • Represent IHA at external performance measurement collaboratives and workgroups in order to align IHA programs with efforts industry efforts and incorporate outside feedback into IHA work
    • Build and maintain positive relationships with program participants in order to understand and respond to their needs
  • Perform other related duties as assigned by manager


  • BA/BS required and master’s degree preferred in health-related field
  • 3-5 years of experience working in health care delivery or managed care
  • Excellent analytic and critical reasoning skills, combined with attention to detail
  • Strong quantitative skills, knowledge of statistical tests and software (Stata preferred)
  • Strong understanding of the structure of California health care delivery system
  • Deep knowledge of issues surrounding implementation of quality, efficiency, and cost measurement, claims and encounter data, as well as risk adjustment and familiarity with HEDIS and other standard, national measures.
  • Knowledge of performance measurement and payment incentives preferred, including emerging delivery and payment models (e.g. accountable care organizations, patient-centered medical home)
  • Excellent interpersonal, collaborative and communication skills; able to interact successfully with people of all levels inside and outside IHA
  • Demonstrated project management skills; experience leading complex projects involving a variety of stakeholders
  • Experience facilitating meetings and leading discussions preferred
  • Self-starter, with ability to act on own initiative and make decisions
  • Tech-savvy and proficient with all Microsoft Office applications, including Excel and PowerPoint
  • Must be able to travel. Most travel is same-day, within CA, but overnight and/or national travel also may be required
