About the job:

IHA is looking for a Healthcare Analyst with experience working with healthcare data to drive data standardization in California. As a member of the Information Strategy Team, you will work cross-functionally to gather requirements, performance technical and data analysis, define performance metrics, assess feasibility and impact on performance measurement and reporting, and make recommendations based on relevant findings.

The ideal candidate is passionate in healthcare, highly competent, analytical, well-organized, tech-savvy, team player who has excellent communication and project management skills and enjoys providing technical assistance and training to others. They must be comfortable interacting with individuals at all levels in the health care industry and government, enjoy conducting research, and be able to successfully support the fast-paced work of senior-level colleagues.

Core job duties and responsibilities:

  • Analysis and Modeling across IHA Program Portfolio
    • Design and perform modeling and statistical analyses of program results and impact to support informed decisions
    • Create graphical presentations and interpret results for memos, issue briefs and PowerPoint presentations
    • Support the analysis and evaluation of encounter data standards relating to measure development, including reviewing specifications and identifying any feasibility issues
    • Resolve technical measurement and data standard issues
    • Collaborate with other functional team members as needed to support data analysis and translation and communication of results
    • Analyze qualitative and quantitative data to address key questions and produce project deliverables
    • Collect and synthesize complex information in writing (e.g. issue brief, fact sheet) and visually (e.g. slide deck); tailor information to a variety of audiences
    • Support and facilitate discussion during committee meetings relating to data standards.
    • Develop strong understanding of encounter data standards to assess feasibility and impact on performance measurement and reporting
    • Perform research and analysis on areas such as denied encounters, payment amount, duplicate encounter submissions, to support encounter data quality improvement efforts
  • Information Strategy Core Operations
    • Work with program team and leadership to document and implement decisions made by committees
      Transform committee decisions into technical business requirements
    • Design and perform analysis to support strategy and operations, engage stakeholders, and respond to committee requests
    • Review of technical measure specifications and translate measure specifications into data collection and/or reporting elements and technical implementation requirements
    • Represent IHA at external collaboratives and workgroups in order to align IHA programs with efforts industry efforts and incorporate outside feedback into IHA work
    • Build and maintain positive relationships with program participants in order to understand and respond to their needs
  • Perform other related duties as assigned by manager

Qualifications:

  • BA/BS required and master’s degree preferred in health-related field
  • 3-5 years of experience working in health care delivery or managed care
  • Excellent analytic and critical reasoning skills, combined with attention to detail
  • Strong quantitative skills, knowledge of statistical tests and software (Stata preferred)
  • Strong understanding of the structure of California health care delivery system
  • Deep knowledge of issues surrounding implementation of quality, efficiency, and cost measurement, claims and encounter data, as well as risk adjustment and familiarity with HEDIS and other standard, national measures.
  • Knowledge of performance measurement and payment incentives preferred, including emerging delivery and payment models (e.g. accountable care organizations, patient-centered medical home)
  • Excellent interpersonal, collaborative and communication skills; able to interact successfully with people of all levels inside and outside IHA
  • Demonstrated project management skills; experience leading complex projects involving a variety of stakeholders
  • Experience facilitating meetings and leading discussions preferred
  • Self-starter, with ability to act on own initiative and make decisions
  • Tech-savvy and proficient with all Microsoft Office applications, including Excel and PowerPoint
  • Must be able to travel. Most travel is same-day, within CA, but overnight and/or national travel also may be required
