About the job:

Integrated Healthcare Association is looking for a Director of IT, Engineering to serve as a key member of our leadership team. The Director of IT, Engineering will be a trusted advisor, strategist, and a hands-on manager. The Director of IT, Engineering will own decisions regarding IHA’s overall technology roadmap and technology infrastructure, implementing corporate and technology strategies and ensuring that our engineering and technology resources are aligned with IHA’s business needs. The Director of IT, Engineering will also have responsibilities for overall vendor management across IHA’s programs, fostering effective partnerships focused on execution. Director of IT, Engineering will also drive future-looking innovation for IHA. The Director of IT, Engineering will be “hands on” and assist when needed in the tasks assigned to the team. This includes architectural designs, coding tasks, cloud development skills, database engineering skills, monitoring tools, and hardware configuration (e.g., load balancers and firewalls). The ideal candidate will understand broad industry trends for short-term and long-term needs and be able to align innovation with our business goals.

Reporting Relationships:

This position will report into the Chief Executive Officer and will lead a team of 3-5 staff members including 2-3 direct reports.

Core job duties and responsibilities:

Team Leadership:

  • Accountable for IHA’s internal IT systems and administration
  • Accountable for IHA’s Engineering and Development teams delivering solutions to the product lines of business
  • Lead and oversee the development of IHA’s technology and platform roadmap to provide technology enablers for IHA’s product teams
  • Provide data, information capabilities, and maintenance support to ensure the IT department’s people, processes, and technology meet IHA’s short- and long-term business needs
  • Lead IHA’s engineering and technical project management teams
  • Establish area goals and organize team to accomplish results within budget and on schedule
  • Design, implement, and manage IHA’s help desk

Technology and Risk Management:

  • The IT Director position is a technical role needing architecture and solution design experience. It also requires technical experience in infrastructure management, networking, software development, and database schema creation
  • The IT Director position requires the ability to work in a paired programming model if necessary to help team members
  • Assess the short- and long-term needs of the organization and utilize resources appropriately to contribute to the achievement of the organization’s goals and objectives
  • Develop and implement IHA’s technology governance framework, underlying policies, procedures, standards, and guidelines to enhance our products and services
  • Use stakeholders’ feedback to inform necessary improvements and adjustments to technology and overall solutions
  • Ensure IHA’s technological processes and services comply with all requirements, laws, and regulations
  • Identify and eliminate security risks
  • Act as IHA’s Security officer overseeing HiTrust certification
  • Assess IHA’s need for new equipment and software

Relationship Management:

  • Envision and plan how technology will be used within the organization and through our vendor partners and how to further implement new technologies to ensure IHA’s success
  • Partner cross-functionally to fully understand the technology needs of IHA’s program, including in performance measurement (based on claim, encounter, and clinical data) and in provider directory data
  • Manage IHA vendor to ensure service exactions are delivered including SLA development, reporting, and management; consult vendor contracting team
  • Partner with IHA’s vendors to form a technology forum to collaborate and identify opportunities around digital optimizations, automation, Operating Model, and new technologies

Qualifications:

  • Bachelor’s degree, Masters preferred in Computer Science, IT, or related field
  • Over 10 years’ technology leadership experience, leading product development and cross-functional teams, Operations teams, and Platform teams
  • Must have a proven track record of transforming strategy into an actionable plan that delivers measurable business results
  • Must have a proven track record of successfully managing multiple vendors
  • Demonstrated ability to lead and communicate with people all at levels of the organization
  • Ability to inspire and develop team members and create a great work environment where individuals can learn and grow
  • Knowledge of technological trends to build strategy
  • Understanding of budgets and business-planning
  • Strong understanding of computer systems, networks, security, telecommunications, databases, analytics, and cloud technologies

Preferred Qualifications:

1. Data Engineering:

  • Experience searching through large data sets for usable information and correlating similar data to find actionable results
  • Formulate and lead guided, multifaceted analytic studies against large volumes of data
  • Coordinate research and analytic activities utilizing various data points and employ programming to clean, massage, and organize the data

2. Database Engineering:

  • Experience design programs to improve application processing, data transfer to internal databases, and the processing of the application data

3. Security Engineering:

  • Develop, execute, and track the performance of security measures to protect information and network infrastructure and computer systems
  • Design computer security strategy and engineer comprehensive cybersecurity architecture
  • Identify, define, and document system security requirements and recommend solutions to management
  • Configure, troubleshoot, and maintain security infrastructure software and hardware
  • Install software that monitors systems and networks for security breaches and intrusions
  • Monitor systems for irregular behavior and set up preventive measures
  • Plan, develop, implement, and update company’s information security strategy
  • Educate and train staff on information system security best practices

4. Software and Platform Architecture:

  • Proven experience as software architect
  • Experience working on large-scale software projects
  • Design and development of new business processes by applying knowledge of application functionality in conjunction with organizational needs
  • Create architectural approaches for software design and implementation to guide the development team
  • A strong technical background and excellent IT skills. Develop a unified vision for software characteristics and functions
  • Define all aspects of development from appropriate technology and workflow to coding standards
  • Oversee progress of development team to ensure consistency with initial design
