Tom has been very active in the Integrated Healthcare Association (IHA) since its earliest years, and has served as its board chairman, and the initial chairman of the steering committee for IHA's Pay for Performance Project. He is currently working to develop and expand IHA's Affiliate Program. 

For more than 30 years, Tom's activities have put him on the cutting edge of innovation in health care delivery, finance and organization, formerly as Sr. Vice President of Blue Cross of California, and as a consultant to clinically based start up companies, and more recently (1992 -2006) as a regional team leader for developing and managing the GTE and Verizon quality based employee health benefits program throughout the West.   Since 2007, he has advised health care stakeholder business clients on market opportunities and strategies.

Tom served for many years on the Board of Directors of the Pacific Business Group on Health and its executive committee, and its small group purchasing pool, PacAdvantage.   Additionally, he was a member of the California Advisory Committee on Managed Healthcare, and the Financial Solvency Standards Board of the California Department of Managed Health Care; as well as chair of the Purchasers Advisory Committee of the National Committee on Quality Assurance (NCQA). 

Tom is a graduate of Miami University (BA) in Ohio; the Graduate School of Public and International Affairs of the University of Pittsburgh (MPA); and the John Marshall School of Law (JD) in Chicago.
